Cloth hanging loose is a well known problem. Glueing it back on is difficult (that's what find of course), replacing will cost app. 250 $ and some suggested to use a staple gun. Temperature on a Saab often is at 3/4 of the gauge. Depends on the type of thermostat you have. If you don't like it, have it replaced by one which has a lower opening temperature but remind that on hot days it will climb towards the red again.
