"Runout" is a measure of how much the disc "wobbles" when it is turned. One typically uses a "dial gauge" mounted so that its "finger" rests against the disc surface (using some sort of clamp to hold the gauge in place). Then the gauge is zeroed, and as the disc is turned, the dial is read to determine just how much the runout is, at maximum deflection of the gauge.
