Does the motor sound like it turns at all when you turn the radio on or off? If so, the motor's probably okay. It's just a matter of trying to get the teeth fed the right way while the antenna would be retracting (when the radio is turned off). On my car, the teeth had to be facing towards the front of the car. Once it gets started, then you just turn the radio on and off a couple of times and let the motor run until it stops in each direction. The mechanism will automatically adjust itself. Good luck. It stopped working some time ago and I thought that the antenna was broken. So I bought a replacement antenna, and disassembled the motor, found that the old one was broken but when I went to feed the new one into the motor, it wouldn't feed. Could the motor have burned out trying to feed the broken one? Or is there a fuse that controls it that might be blown or removed to keep it from trying?
