FYI, I checked the two 1999 "GM" cars I have access to a Viggen and a Buick Regal. Neither car activates the safety belt alarm for the front passenger. The issue appears to be that there no longer is a pressure switch in the passenger seat. It is interesting that my 9-5 states that it only independently controls temperature for the passenger if someone is sitting in the seat. I found that this not the case in practice. These two issues are related as the hardware is just not present.
