If the fan is comming on late when sitting in traffic, check the fan thermo switch. If the fan is starting at about 1/2 way up the temperature gauge, but it still gets to 3/4 or more before settling down, have a look at the SAAB service bulletin 03/92-0191. It seems that with the B212 engines (2.1, no turbo) only one cooling fan is used, unless the A/C is on, in which case both cooling fans are used as with the Turbo engine.
