You didn't give much for us to go on. What kind of temperatures were there when this was happening? When you say "in traffic" is this stopped traffic (like we have here in Chicago) or moving traffic? Expressway speeds, or around town? Short trips, or driving for awhile and the engine is fully warmed up? The "'tail pipe shows a rich mixture' because of black soot" test became obsolete with the introduction of catalytic converters. A friend had a motorcycle that would do this in warm weather whenever he used gas with ethanol. Just for grins, have you checked the Turbo Bypass (AKA Hooter) Valve?
