The APC is designed to prevent overboost and knocking (from lower octane fuels), so that is a normal needle position. It may go into red zone briefly under heavy load and max accel and/or at hi altitudes. You may briefly enter the red zone if you use hi octane (92 or higher) fuel. the above assumes an otherwise correctly functioning system.
