It is probably the heat valve, but you may want to check to see that the control rod which actuates it is still conected. Pop off the LHS front speaker and look for the rod off teh heater valve. There is a shaft with 2 universal joints which connect the dash knob with the valve. Make sure this is connected and working. If it is, the valve is bad and needs to be replaced.
