No, SAAB is not known for bad paint; my 91 900S looks like new today. I suspect the car did not get much body care (clean / wax). Now, the New Generation SAABs (94+) have a different paint material and application (there was a thread on this some time back) but still I don't think it's a problem. I suggest you take these imperfections out (you can use "Color Back" or similar product), seal the paint, and wax it before water/snow start to eat into it from under the paint. My understanding is that the new painting process leaves a thinner layer of paint on the car, so be gentle with the rubbing compound.
