This is not unusual with anti-lock brakes of that vintage. I've owned cars where the ABS system sounded as if it were tearing the car apart from the inside, and any serious use would leave your leg numb from the vibration. The system on my 1999 9-5 SE V6 is a lot tamer. I think this aspect of ABS is what leads a lot of people to misuse it -- the number one reason why people don't see improved braking with ABS is because they tend to use too little brake pressure. Perhaps the sound and noise sends too much of a "broken parts" signal to the driver. In any case, with ABS, the right way to handle an emergency stop is to push the brake as hard as you can, and keep it there, while you steer to avoid the obstacle if possible.
