I used to have problems with washer fluid not coming out in winter on the 99GL I had about 13 years ago. I fitted a SAAB washer fluid heater (heat exchanger between engine coolant and washer fluid) but even that didn't stop the problem. I concluded that the warmed up washer fluid was cooling down again in the long length of plastic pipe between heater and washer nozzles, and turning to slush just below the washer nozzles.
