Wait a sec, are you talking about the capped line on the throttle body, NOT the intake manifold? I also have a capped line on my throttle body (the round section prior to the intake manifold), this is normal. I'm pretty sure that the capped line on the throttle body doesn't provide the necessary vacuum..
