Subject: 92 900s electrical question

i have a strange problem. i have occassional voltage drop at the ignition switch. sometimes it causes the electrical cooling fan to run slow after shut off, sometimes when you turn the key to start, it won,t turn the stater. i changed the ignition witch electical part and the ign relay. it worked fine for about 3 weeks, now its back to the problem. could it be a ground problem? i have cleaned the one at the left front fender and brace by the radiator. its a 2 dr and i can't find the one in the trunk. Also, my headlights flick when i step on the brakes or use the climate control.......any thoughts?
