In the UK most new cars (since about 1995/6, I think) have had single rear fog lights on the driver's side to avoid being confused with brake lights (I don't know if this is mandatory) and it is certainly NOT illegal to drive a car that has 2 rear foglights. What is illegal (and ****ing irritating for everyone else) is to drive with them on when the conditions do not warrant their use - i.e. visibility reduced to less than 100m for any reason other than darkness.
