Only if the chain is stretched does it need replacing. Just to clarify: a chain doesn't "stretch". It actually lengthens because the pins and bushings wear, and the cumulative slack in those parts causes the chain to lengthen. The problem is that the pitch (distance between links) increases also. This is what wears out the sprockets. If you have ever looked at a neglected bicycle that has a worn out chain, you will notice that the rear cogs are "hooked" - the teeth have worn because the longer pitch of the junky chain no longer fits properly.
