For small repairs where there is still liner fabric behind the hole, or where the hole has something hard behind it, I've found that "Shoe Goo" or Goop work really well to seal the hole and prevent more fraying. Both of these products cure harder than straight silicone, and therefore have held up better on Saab converts (and Jeeps) I have owned. I've heard that people have even cut little replacement patches and carefully glued them in. This only works for small repairs, but I hear new tops are $$$.
