Sounds like the belt isn't tensioned right. Difficult to diagnose further without seeing it. Get that seen to. Check the tension by pressing on the belt in the middle of it's longest run. It should only depress by about 1/2". As for the turbo, it's not related. But the guage should definitely move, all the way to the top of the yellow. It's possible they've knocked off a hose, maybe even the one going to your guage. Again, it needs careful investigation.
