Tyres should be 195/60 R15 all round. £35-40 quid will buy you cheap Hankooks, which are OK. The window problem could just be the mech needs greasing. Seat belt warning bulb can be got at if you remove the radio. Brake pads, about 20quid if you DIY, get a Haynes manual, its a pretty straight forward job. Same for the cam-cover gasket, costs around £20 for the gaskets.
