I've been told (admittedly, by folks selling them) that the K&N filters both breathe better, *and* do a better job of filtering than the stock paper air filters. Regarding flow through filters, with a turbo, I would think that turbo spin-up time (lag) would be affected by this; once it reaches maximum boost, the wastegate limits you, but this is about throttle responsiveness.
