I think it's obvious that he's referring to typical 'dynamic spin' balancers located in most tire dealers, but if it's not so obvious, then be aware that it's typical 'dynamic spin' balancers that he's referring to. There are several problems with most balancers of this type. First, they use a cone to mount the wheel. If the stud holes cause the wheel to mount differently on the car, you have a problem. Second, they spin these cones down against hundreds of wheels per day, every day. Even if cone centering is OK for your wheel(s), the cone itself is so beat that your wheel is really not centered. Next, we have a problem with the person using the equipment. They have little training, and rarely know that they even need to re-calibrate the machine for different types of wheels. The don't know what types of weights are supposed to be used on different wheel/rim types. Next we have a problem with rims being true and round. They don't even bother to check on these balancers. Unless the rim is so far out that it simply can't be missed, it will be missed. After that, we have a problem with tire roundness. These balancers do not check tire shape at all. A balanced wheel that is out of true, round, or with a tire that's out of round is a problem. You won't even know it after having your tires balanced on one of these. I could go on.
