In the US, there is a company that specifically makes covers for the area where the air bags go in case you don't want to replace them. Sorry, I don't recall their name, but I remember the cost is about $100 US per cover. Obviously this varies by model and year. They have covers for both the steering wheel and passenger side and colors to match the interior. In the US, this isn't illegal because the law only requires the air bags to be operational when the car is manufactured. What the owner does after that is their own business. If the car is sold, truthfulness would dictate that the potential buyer be told that there were no air bags in the car, but technically this isn't a requirement as far as I know.
