Well, first off, make sure that your father-in-law isn't armed! Just kidding. It sounds like there is a leak somewhere in the power steering lines, though you probably already figured that part out for yourself. I suspect that the noise that he is hearing is the power steering pump running low on fluid and burning out, if it already hasn't done so. I would check all of the hydraulic lines to and from the pump and see if you can find the leak.
