Daylight running lights were mandated, not by UDOT, but by Canada, after research demonstrated that cars with daylight running lights were involved in far fewer accidents than cars without. Since automakers want to produce just one car for the North American market (rather than two), we here in the US got daylight running lights via convenience. Sort of the reverse from the way it usually works :) I rather suspect that the reduction in accidents has more to do with the fact that most accidents occurs at dawn and twilight, when ambient light is iffy and people are likely to have their lights off.
