There is a cable controlled damper that regulates this. If you take out the glove box, you can see the servomotor that regulates the cable on the left. It was probably disconnected at the other end (and it is hard to describe where that is behind the false bulkhead). Also, the damper arm that the cable connects to has a tendency to break off. Saab makes a repair kit for this. Unfortunately, I can't find the part number for this right now.
