Michael, Sounds like you are just getting basic boost. You need to calibrate the wastegate. This is called - setting basic boost. You need to have at least 3 psi or more basic boost to have full boost develop under control of the APC system. 5.5 is stock and this can become less over time. Also, make sure that the APC system is ok. Sometimes the knock sensor wiring is a problem usually at the connector to the sensor.
