From your second description, it sounds like you have a leak in your fuel system. Once the fuel system is pressurized, it runs fine. It just takes time for the fuel pump to pressurize the system, if there is a slow leak. A long shot is that you have a bad check valve in your fuel pump, which allows the fuel to drain back into the tank. But you did get the correct NEW Saab fuel pump, not a used bone yard special? When I replaced my fuel pump, the shop checked my VIN, as Saab used several different fuel pumps on the same model and engine at various times in the same year - so one size does not fit all when it comes to fuel pumps.
