I have a '93 9000 CSE (and love it). I traced the problem to the filament monitor (looks like a relay next to the high beam relay, identified as 228B on my schematic). The metal contacts in the filament monitor (that plug into the relay panel) had broken solder joints to the circuit board inside. I resoldered them and haven't had a problem since (five years and counting). The bulbs are good, the fuses are good. The high beams appear to >work occasionally.
