You can sand the bumpers, but be careful. Take a 400 sandpaper or higher, when you are getting to the primer, as the "plastic" sands away very easily. Next, spray the bumper with a special primer suited for plastics. Usually they are based on some kind of polyester. The spray primer is available in spray cans from every good autoshop. You can then sand the primer and finish it with the two-layer colour paint of the bumper. First is the colour layer and then the top layer, which should be a semi-glossy transparent layer. Ask advice at the Saab-dealer about the colours and transparency. You also might encounter a one-layer type of paint, but i am not sure; just ask. Good luck!
