Yes the 9-3 seat belts have pyrotechnic charges for the pre-tensioners, so quite possibly it is that whole assembly that is adding to the total cost - plus the danger money for the poor little engineer whose job it is to disassemble your old one and drop the new one in. Sounds like silly money, but what price your safety? I agree I would moan about paying that much, but it's not worth the risk of doing it badly or cheaply.
