I have a 2001 9-3 and few weeks after the delivery I experienced similar problem , what it was found to be the cause was a faulty wiring inthe sun visor on the driver side. As soon as it was moved the entire enterior lights, cruise, stop working ( apperantly there is a safety relay controlled by on board computer that shuts off electrical system before the fuse went off) and after shutting the car off and restart it everything come back on line until the next time the visor moves. SO try few electrical switches see maybe there is a faulty wiring in one of them , ususally it is simple and covered by warranty to replace the faulty unit . Best of luck .. P.S. it took my dealer about 6 weeks to find the problem and I narrow it down to sun visor on one of my long trip .
