I mean that if you pull the lever and no 12V shows at the pump on any of the wires, that the problem is at least a voltage problem (fuse, switch, wiring. It could be that the pump failed and blew the fues, so there would be 2 issues. The pump is a known bad potential problem and apparently the '96+ pump is a bit better. All have been superceded to the new pump AFAIK. The 2 way pump is a joke, really. It does a poor job of getting fluid to the rear window (IMO). It would be best to have a checkvalve at the aft end for this, but the poor, little pump cannot push hard enough to the rear for this. Probably a bit more info than youwanted, but there it is.
