It looks like oil or lubricant of some sort is getting onto the disks. Is it white smoke or dirty brown in colour? The former points to a lubricant, possible brake fluid or oil. The latter could be wearing or other parts of your brakes/wheel against rubber somewhere. a bit vague, sorry. ALso, its natural for the emergency brake to sit higher as there is more now to wear down with the new pads. It would have to have been readjusted to fit the new 'larger' pads. - in theory. Either way, take it back and raise your concerns. They have a duty to ensure good workmanship and that the car is safe to drive. It should also not cost you any more money. Be safe, take it back!
