Subject: 91 900 brake problem

when i apply the brake pedal suddenly the pedal is rock hard and the car veers to the right. also the overall braking power is much much lower. however, if i lightly touch the brake BEFORE braking hard, the brakes function totally normal, even if i try to slam the brakes very hard. this problem started happening at the end of LAST summer but before i could take it to a mechanic, the weather got cool and the problem disappeared. the problem reappeared this summer and has been happening intermmittently all summer. my mechanic has flushed the brakes system and checked the ABD contacts and the flushing sometimes seems to improve the problem for a short period of time, then it reappears. can this be fixed? what the hell is it?
