I'm still thinking turbo noise, but I'd really like to know what your mechanic was thinking when he "restricted the turbo", what exactly he did and how, and what it was in response to. Knowing that someone has been in there fiddling around makes it even harder to guess remotely. That having been said - a whine from the turbo isn't a big deal, at all. When the impeller starts to hit the turbo housing, you'll know it. If you're planning to keep the car for another 100,000 miles or so, might as well get the turbo rebuilt (before it *does* start chewing up the housing, but that's a gravelly-growl noise, decidedly a "bad things are happening" noise), but if you're happy with the whine, and assuming it is a turbo-whine, it's not a huge deal.
