No, it is a cable clutch. There was a rumor of a 'kit' to 'upgrade' a cable clutch car to hydraulic, but I have never been able to get Saab NA to admit that it exists. It would be a pretty major process to change from cable to hydraulic. If this is the original cable, I would get a spare and keep it in the trunk with the spare tire.
