I had exactly the > same symptoms on mine and that was the problem. What about a shorted, or badly connected, ECU? I'm not that familiar with the 9000 (the combined turbo/fuel-injection ECU is under the driver's seat, yes?), but my first 900 developed a shorted APC box and the symptoms were similar.
