No one is in charge here. The USEnet is an anarchy by design.

I'm not sure about your newsreader (Outlook Express) but you can look
for a "Cancel Post" option or similar. It actually involves sending
a message _out_ that will arrive around the world and cancel your
other post. Maybe check under "Help" for "Canceling a Post". Be 
aware that your post will still show in some places.
