US diesel technology is way behind European and Japanese technology, so US manufacturers are opposed to opening the US market to diesels. Also, the US oil companies have no incentive to see their sales greatly reduced by the introduction of more efficient diesel engines. So the two lobby groups combined and forced through "clean air" legislation which makes diesels a non-starter in the US. The US will not start adopting responsible policies until political decision-makiong is cleaned up.
