Doug, Captain Freedom and Big Disk may be right in their interpretation of your problem, but mine is different. My '92 9000CS 2.3 (Aircon but not Climate Control) gives similar problems. The fan works in all positions, but I only get appreciable heat at full blast. I've had the car for years and never got to the bottom of it. Occasionally (about once every couple of years), for no apparent reason, heat will pour out with no increase in fan speed (the fan is fine). I think there must be a motorised flap-valve in there somewhere with a dodgy contact or something. Sorry this isn't too helpful, but does give you another possible cause of your symptoms.
