There are two reasons why the handbraks stick: [1] Because the caliper(s) are sticking. [2] Because the cable(s) are sticking. We can probably assume you've eliminated [1], unless all your calipers have been duff, or the person installing them is making mistakes over and over. So it seems likely that it's [2]. This is pretty easy to test for. Jack up the car, remove the wheels, and watch the lever on the caliper. Get someone to operate/release the handbrake. Does the cable move in/out freely? Disconnect the cable from the caliper. Does it move in/out freely? The temperature dependance also points to sticking cable - moisture in the cable(s) freezes, making it even more difficult for them to move. You're going to have to remove the cables to lubricate them, and if you're removing them, you may as well put new ones in. -- Grunff
