Tobacco taxes most always go into the general fund for the states. A couple of years ago the states won a major lawsuit against the tobacco companies for knowingly addicting people to a deadly product. The upshot was that the states got a barrel of money out of it. Most pledged to use it for anti smoking efforts, few did.
