I don't agree on the base of the argument. Snow tires wear allot faster then all seasons. Even if it snows 2x a week i still spend most of my day driving on dry pavement, a high quality snow tire lasts at most 2 seasons here in ottawa before your slipping more then you would be on all seasons. There is also the cost and hastle of changing the tires from season to season. And the added cost of RIMS if you decide to go that way.
