The drum is a vacuum reservoir. The idea is to hold vacuum when you're under boost, or when the engine is off. The vacuum is used to power a number of things, especially the interior vent selector. Check that the hoses are firmly connected to the reservoir. One of the hoses has a one way valve on it. Check it. Check the reservoir for splits (doen't happen often, but it's possible). -- Grunff
