By getting high boost with the hoses disconnected that tells you the wastegate will close and the turbo will generate high enough boost pressure. This means your problem is an APC solenoid control problem. The APC solenoid should be controlled by the APC computer with pulsed 12V proportional to the amount of pressure reduction required. The things that will tell the APC to reduce pressure are the vacuum switch for cruise control on non-TCS cars (cruise control engaged switches to base boost), the brake light switch (depressing brakes switches to base boost) and the knock sensor (detecting knock reduces to base boost). If none of those are faulty the APC computer is bad. By the way, I'm working on the exact same scenario on a trionic car ('93 w/TCS) which is how I knew this stuff.
