The cruise control is unlikely to affect the turbo unless it is part of a vacuum leak (which is a good possibility). The control unit with the vacuum hoses is on the far right/passenger side behind the false bulkhead. IIRC, it has connections for 3 hoses, but only two are connected. You can disconnect the hose(s) and plug them, or you can start there to look for the vacuum leak. Good luck, I hope this helps.
