This isn't the case. I replaced one of the units last year without having
to remove the bumper or the headlights.

I wish I could remember exactly what I did, but my memory is pretty hazy.
The Haynes manual is absolutely no help:
"- Reach up behind the front bumper and disconnect the wiring for the
front foglight.
- Unscrew the mounting bolts and withdraw the foglight from the front
bumper.
- Refitting is the reverse of removal."
They might as well say, 'we have never actually done this.'
