I agree with you - it should then be rust or broken cog.. Although - at that age - it could also be a broken wire or even a burnt pick-up.. Is it possible to dis-engage the motor from the scissors? If you can - then it's a pretty good bet you can check up stream of the cog to confirm all the harness and pick-ups are working.. Also - given brother Gruff's description - it sounds like you should be able to slip a regular door handle in if that is your preference..
