Not, it isn't possible that the turbo has stopped spinning. If it had, the boost needle would never move beyond the white/yellow border. With that said there are a few things to take a look at that would cause this, but are by no means limited to: 1. The fuse for the APC box. If this fellow is blown/removed, you'll only get base boost as described above. 2. While unlikely, if the brake light and/or clutch actuation switch for the cruise control is closed. 3.If the cruise is on. You guessed it, base boost. 4. If there is no response or poor signal/noise ratio from the knock transducer [sensor]. 5. APC solenoid not opening/closing properly. 6. The APC box is non-functional. There are a few more things that could be suspect, but it is rather late at the moment and I can't think of them. One question... Does the boost climb above midway before reaching approx. 3100rpm under heavy load, or is the midpoint an asymptotic limit? Hope this helps you on your way to finding it.
