It is "surface" rust or something more severe? Make sure you get all the rust removed, I use 1000 grit with a little bit of water. Make sure you use sandpaper for automotive use. 3M makes good stuff. I would stay away from power tools as they tend to make a small detail a much larger project. If it is something more serious make sure to use something like POR 15 www.por15.com.
