I'm not sure, but I think you have it backwards. I believe that both cars and trucks have the same emissions standards (gasoline powered). It is the fuel economy requirements that differ. Where I live, cars, light trucks and SUV's all go to the same emissions testing stations and, as I understand it, all vehicles of the same model year are subject to the same emissions standards.
